Can Australia build three national priorities at once?

Australia has committed to three generational construction programmes at once. All draw on the same pool of qualification-dependent trades. We modelled the workforce demand quarter by quarter, using electricians as the clearest case.

One of the modelled futures, quarter by quarter

Australia has about 200,000 electricians and most of them are already working. They wire extensions, replace switchboards, and fit out offices: the everyday work of the trade that carries on. Only about a fifth is free for major construction at any time.

The three builds are the 1.2 million homes to be built under the Housing Accord, the rebuilt electricity grid, and a first wave of data centres. Each has a schedule, a budget and a rationale of its own, and none was planned against the workforce the other two would be using.

We worked out what each of them needs, quarter by quarter, from the projects themselves, and the workforce that is left once the everyday work is accounted for. In the tightest quarter, these three builds want about 5,400 more electricians than the trade can spare.

Electricians are the clearest case rather than the only one. Plumbers, HVAC&R mechanics and telecommunications cablers face the same squeeze, and none of these tickets is interchangeable with another. Qualifying takes about four years, so Australia’s electrician capacity in 2028 was largely settled by who started an apprenticeship in 2024.

We built a quarterly model of that workforce and ran it against the published construction schedules, drawing on 290 public sources. Every figure in the report traces back to one of them.
